I disagree. The advertisers do care, or they would not be tracking.
It's not the advertisers per se, it's the ad brokers who benefit from the tracking.
One of the big issues with the current Internet ad model is that one or two brokers (aka Adtech companies, aka "mostly Google") control the majority of the advertising and vaccuum up the majority (according to some sources, up to 80%) of the actual ad spend.
Hence, surveillance capitalism in exchange for free eyeballs or something.
