I read one explanation that it was a rope with ice on it waving in the current.
The fact that it was promoted by the Alaska Bureau of Land Management AND features spooky music leads me to believe it's a promotion for the Alaska BLM. Well done, though. It's getting some traction.

Was it found on a usb stick under a booth at Zaxby's?
Why only a short clip? If I was filming a sea monster, bigfoot, etc. I would be recording until it was gone. If my memory card was almost full Damn sure that I would be deleting things to free up space then resume recording. The battery appeared to be 1/3 full, so dead battery can probably be ruled out.
