You'll want to call your state offices to make sure you don't need to have the title or BOS notarized.
I called and they said I need to call the sellers state. After being told my wait time would be over an hour I went online.

So if MA only needs the title filled out and signed it sounds like you don't need a notary. A bill of sale isn't necessary but it is a good idea.
The only thing you need to register in Ohio is the MA title, you take the car to a BMV location or dealership to have an "out of state inspection" where they verify that the VIN on the car matches the title then you get a new Ohio title.
I would double check by calling the BMV or stopping in. I know that Kentucky is a Notary state, like Ohio, and that means that if you buy a car from a non-Notary state, there's another form that must be notarized. The non-notarized signature on the back of a title -- no matter what state -- means diddly. I don't know if all notary states are that way, but I would absolutely talk to someone official and ask.
MA is not a notary state. Here we just sign the title, and fill out the date,mileage, and a few other easy things. That along with a bill of sale is all you need here, and I can't imagine you would need more buying from out of state. I know bringing in from another state requires a bill of sale, and valid title. The lousy thing with being in MA is that even with a bill of sale saying you paid say $500 for a vehicle they tax you on book value or which ever value is higher. The state always wins. Taxachusetts is great!!
Not all MA cars have rust by the way. My 79 RX-7 is an all original MA car its whole life, and it doesn't have any rust.
you just need a signed title and it only has to be notarized if it is a notary state. no bill of sale.
when you bring the car in you must take it to the DMV and have them perform an out of state inspection. they check that the title matches the vin on the car and they check the mileage. nothing else. then you take their slip and your signed mass title to the title bureau and they provide you your new ohio title.
it's pretty simple really. i've done it plenty of times.

That is all you have to do. I have gotten my last three cars from out of state, I live in Ohio, and it was very easy. Take title and car to BMV, someone will come out and make sure the VINs match and done.
In my experience (and it's not Ohio experience) when dealing with an out of state title, having a hand written bill of sale has helped several times.
If it were me, I'd write one up while I was there and have the seller sign it. If the seller wanted a copy, I'd make him one.

Thanks guys! I really appreciate it. SFO, Im flying up tomorrow morning. The guys meeting me at the airport which really helps. This car looks very clean. The seller has provided me many photos and video of the car.

ohio doesn't give two E36 M3s about a bill of sale. the only place that might help is if you get pulled over on the ride home.
That's basically why I'm getting the bill of sale is for if I get pulled over. At cvg right now. Flight leaves in 30.
Which state uses more road salt? I think that one might be a push...
I'm still amazed when I visit Ohio and see four- five year old cars rusting..
