Ridiculous cow story. As a horse owner, I can tell you that the responsibility is TOTALLY on the livestock owner to keep their animals contained. They are 100% liable, the "blame" is not on the fence, it's the property owner's responsibility to maintain their fences. Cops aren't trained cowboys, they did what they thought was necessary to prevent a disaster. Anyone hitting that cow could have been killed, as could the cow. The cow's owner should be fined, they're lucky it wasn't shot.
