Cats are pretty confident, he'd likely do it if you were standing right there. So I say wait for him to start the act and piss on him. You'll feel better, he'll feel worse, and hopefully it will become a bad memory that keeps him away.

There are rodent deterent powders made from Fox urine that might work on a cat.

is it bad that when I hear "cat problem or getting rid of a cat", the only solution that comes to mind involves a gun....
But the pepper flakes or mouse trap sounds like a good idea.
You don't have to actually pee in the garden if your flower bed is exposed. You can pee in a jar and dump that in the garden.
Please don't do the mouse trap thing, that's bad.

A dog, coon, inlaw, hoodlum, etc., can kill my kid. A cat, not so much. Not saying it's not possible, but very, very unlikely. Then again, I heart teh kittehs, so my opinion isn't exactly objective.
I'm looking to be as humane as possible. I usually only kill animals that I'll eat, or present a danger to my family/house. And I don't usually like to mame. The Cayenne pepper will be purchased after work today. I heard that Ted Nugent LOVES kittehs, he did write a song about them...
Another smell they do not like is orange or any kind of citrus. If you spray some orange degreaser around the beds that will also work and may last longer than the Cayenne pepper application.

Grannick's Bitter Apple, it's made from a green apple extract and animals hate it. Cats don't like to dig in it because it gets on their paws and then when they clean their paws it tastes bitter. If the cayenne pepper doesn't work you can give this a shot. Spray it all over the ground around your plants and they'll learn not to dig there. It would need re-applied with some regularity until their habit is broken.

rabies comes in all forms... I got bit by a dog that had rabies but it could have just as easily been a cat.

I would get something less hot than cayenne. A neighbors St Bernard had to go to the pet ER because someone poured cayenne on their fence...it's too hot. Good thing for the shiny happy person he did not get caught.
