It is a 4,000 dollar car that needs a few thousand spent to fix what is disclosed if taken to the dealer/mechanic. Don't think for a second he has not been quoted and decided not to go upside down on the car.
So if you can fix it yourself, it is a fair deal.
Given the miles (and it pains me to say this as I have a 9-3), that is likely only a deal for well under sub $3k. I would consider $2500 a decent price, anything more is pushing it. High miles and Saab make it pretty worthless.
I'm a Saab fan, and I'm voting for run, Forrest, run! as well. All the intermittent electrical issues make me wonder if it's a flood car.
(Although, on my 9-5, when the AC went intermittent, the fix was a $10 thermostat, but I doubt something newer would be a simple fix)
