I want to try adding a thumb rest onto one of my basses. So I can more comfortably play the E string up close to the neck. Not 100% sure about this plan, so I don't want to drill into the body to mount a rest.

Would like to try using double-sided mounting tape to attach a small wood or plastic rest.

Any recommendations on a good tape to use that will hold decently, but leave no residue or clean off easily?

3M window film double sided mounting tape is pretty gentle and removes easily for a couple of years. Use it to try and see how you like the thumb rest and move it around to find the sweet spot before using something more permanent. I use rubbing alcohol to clean before applying and after removal.
