I'd heard there was some legislation pending to help pull their teeth. I hope so.
I can't access the article (damn NetNanny!) but a customer came in last week saying that we needed to check the left front of her Sebring convertible for a rust leak (whatever that is). We searched high and low, couldn't find anything, had her come look under the car just so she'd know we weren't pulling her leg. So on the way out, she casually mentions that her HOA had written her 2 summons about the 'rust leak' and that the second notice said a third notice for the same infraction would incur a fine. I think there's probably a little piece of rebar really close to the driveway's surface right where she parks.
That's a good one. On a related note, my track car is now allowed to be parked in my car court, without worry of towing. They did mention that they'd like to see it parked iwth slicks on it, I told them that if they had some old ones lying around that would fit, and that they didn't mind getting flat spotted, and they'd pay for mounting, we had a deal. Unfortunately, they wouldn't play ball on that one.

I hope he finds someone with the nastiest old Unimog in the world. Ideally with a rusty old car strapped to the bed.

While I agree with the general assessment of HOAs, I have to say this: it's not like you didn't know the rules when you bought the house. Even if the rules change, there is a mechanism in place required to make those changes, and you agreed to that.
So I fail to understand how people get into these situations. If you can't live with the rules, don't buy the house.
Which is exactly why we just bought a house out in the country on 1.5 acres - stupid people are too common thesedays, group 100 families of them together on 50 acres and you're just asking for trouble.
It's not so much that they are stupid people as they are control freaks. I could not BELIEVE the whole HOA thing at my mother in law's place about her 'full view storm door' a couple of years ago.
It's usually not a matter of knowing the rules or not knowing the rules, it's the interpretation of the rules that becomes an issue. Plus the rules change after you have bought your home.
The District Attorney in Texas says HOAs are one of his most common complaints.
J-man's right. (Damn, it hurts when I say that. ) The issue is control freaks, it just happens that a lot of them are stupid, too.
I've said it before, though, the way to fix the problem is get on the board, or at least make it a point to go to the meetings. Very rarely will they have the guts to screw with someone they know, especially in person.
Depending on the requirement of the 2nd rear axle, pull it. Then it would only be 2 and they would need to revise it to eliminate dual rear tires. He would then need to trade it in for a Unimog with a radio box in back with the camo. Then they would make a rule that emiminates flat paint and he would need to paint it a bright color in gloss to eliminate any further issues.
HOA+ shinny happy people = fun. see who can act more stupid.
