I would guess that woodchucks (around here "groundhogs" enjoy the sweet sweet taste of antifreeze as much as dogs and cats do. Give them a pan of that as a welcome the the neighborhood gesture.

I've seen plenty of suppressed pellet guns here in CA so I know they're legal everywhere. Why not one of those?
I like my groundhog, it eats the inedible apples that fall from my tree. I do have a couple of dogs and an outside cat, but they've become buddies.
Is there a local wildlife remaoval service in your area? Maybe not a DIY project if you want to keep harmony in the 'hood. If DIY, I'd go the trap or archery route.
From my experience, the woodchuck problem is perpetual and will require long term engagement. I have had woodchucks living under the shed for years.

Bought a soil compactor at a garage sale and tethered it to the shed and let it run for hours. (That really berkeleyed up Mr Woodchucks day)
Tried live traps, but all I ever get is skunks. ( I let the skunks go)
The only thing that seems to be working is my neighbor walks his huge doberman through my backyard and lets the dog explore the foundation of the shed. The dobermans sent got the woodchuck scared and now he moved under my front porch. DOH!
I'm back to the live trap for now.
Groundhogs/woodchucks are shy animals and tend to forage at dawn and dusk. if you have the time, lawn chair and a 22. The short bullets are quiet, but in my area I could use a bazooka and have the approval of the neighborhood.
