I have a 1923 hand crank Singer that my grandmother got as a wedding present. You can buy one in good working condition for $1-300 today and it will do anything you need. Nylon webbing would be no problem. I've done 2 car interiors with it in leather.
Good used industrial machines don't cost an arm and a leg. Get some assistance from someone that uses one when looking. I've seen them sew through paneling. Not good for the needle but powerful enough to do that. A heavy duty home machine will handle upholstery.

That's what I've heard too. A while ago I was thinking about car upholstery and Juki sewing machines were recommended. I did a quick search in my area a found a few good used ones for sale in the $500 range.
