So I need four lock/latch things like a toolbox or filing cabinet has. These will be mounted where the key slot is pointing up in the lid of my smugglers box in the bed of my elky.
Have no idea what they are called, or where I can get good weather proof ones.

They will be exposed. Atmosphere and rain will be the mildest things.
Im hoping for something more flush, with a nut holding it on or something.
Man, pointing up is just the worst possible thing for a lock. All the dirt and crud that makes it's way into the lock has no way to get out. Something with caps to keep the crap out will help. The barrel key units above will probably be better than the slot key. Due to the way the mechanism works.
Get a can of lock spray (Houdini is what I use) and keep up with their cleanout.
They are called cam locks, and fill up with dirt they will.
How about something like this, with a hidden push button.

Essentially what I am doing is hinging part of the bed floor of an el Camino to make a stealth truck bed toolbox.

ths whole technology thing kicks my ass some days.
I want to do this, but use locks on one side. my tools/tie downs will be there. battery will be on passengers side, and bolted down over there would be fine. locks would be easier to acess for jumpstarts, etc, but not a necessity.
what im picturing is using two of those cam locks, going into slots cut below lid level to keep the lid down and weatherstripping compressed. the locks would need to be decently robust, as one of my anchor points is in the front corner of the bed screwed to the lid. they would also be subjected to everything that falls on/fits in/happenes in the bed. dirt, rain, scrap metal, etc.
so, does that help explain all this better?

I can't really help you with that. If you go to the manufacturer's website, maybe they will provide you with engineering drawings if you ask nicely.
due to the size of the marine slam latches, I decided to go with the cam locks. and covers. all of them are ordered, and on their way. thanks for all the help guys!!!

I see you ordered them already but I'll give you my idea anyways...
A release latch behind the seat in the cab and have the doors spring loaded like a hood mechanism.
With a spring so the door lifts up a bit so you can open it after releasing it.
