Long story short, we need a portable AC to cool the upstairs of a split level--living room and kitchen, and then rolled to the bedroom at night. It is 1/2 for the humidity, and 1/2 for the cooling.
We can't do 2. We can't do a window unit (crank out windows). We need to keep it as cheap as possible.
Any tips? Ideally we'd have 2 small (1 tiny, 1 medium/small) window units, but like I said the windows won't work for it.

They have a duct (like what you'd see on a dryer) on them that goes to a window to expel hot air, you'd need a quick-swap fitting for a window in each room.
We have two 14k BTU freestanding AC units, and they work great. They are not as good at dehumidifying as a straight dehumidifier, but they do work remarkably well.
Perhaps check Craigslist for a busted one that you could fix up? I was pleased to find that parts were available for the model we have - I just replaced the squirrel cage on the hot side for $50 a few weeks back.

What do I look for? What are easy fixes?
I have a freestanding one too, with the duct, make sure it's one that works to expel the moisture out the duct as well. Some use the hot air to help carry it out. Although there isn't much humidity here I never have to empty it.
