I recall my first trip to Harrisburg back in the 70s, seeing the high water marks near the top of the first floor on the buildings.

Zoning would need to be addressed unless you are good with keeping it as party island.
Good small mouth fishing around there, the occasional catfish as well. Someone could open up a cougar reserve.
