And people at the time that was published also had plenty of reasons to portray Hitler as petty, or ridiculous, or a Disney cartoon character. It's quite possibly a bit of vintage propaganda.

From the docs I've watched, of course. He basically was injected with meth all day to be up, then shot up with a bunch downers to be able to go to bed at night.
Since it is October 1939, I would tend to lean toward propaganda or fake (seems very strange). If it was before Sept 1st (Germany's invasion of Poland) I would say maybe just a "cute" story (still very strange).
The US was officially neutral at that time, but heavily favored (and secretly helped) the allies.
It honestly seems to way to modern (slug Bug) to be true, but you never know, some of these "games" go way back.
