Some parts of this step van had major rust such as the floor with a hole in it, the bottom back roll up door, and then there was rust underneath. I have a few pics and I was wondering what you thought of them.

I'm sure there are far worse examples but some of that frame rail looks seriously dimpled. Why not fine one with zero rust and start from there instead? https://atlanta.craigslist.org

I've seen worse, but it would have to be a real deal to make me bother. 

 

I think a needle scaler would be your friend on that.  You will have to see whats left after you blast it with one of those.

Most of that looks like a peel-layer of rust under whatever the frame coating is.  I don't think the frame is dropping crusties, I think that 's the coating coming off.

Hit it with wire brushes, needle scaler, wire wheels, grinders and see what's under it.  As long as you don't have gaping holes in the frame, it's fine.  A lot of times people who don't see rust normally will look at that and think it's totaled.  Those of us who live up north look at stuff like that and realize that the thickness of the frame means it has another 20 years before its compromised.  Spending hundreds of hours and dollars to fix it will probably only add 2 years to that total, so we usually don't worry.

Just assess what's going on.
