The machine to do that on probably costs $7,000 or more. The tech has some time involved in making it and there has to be some profit somewhere. I'd say $40 is actually pretty good.
That's way more expensive than most places, the hardware stores by me do them for $10~$20 including the blank.
Except that the tech won't cut the key, a parts guy who's hourly opposed to flat rate who will. If it includes programming that's a different animal, but just to cut it, I'd find somewhere else to take my business in the future.
That is just for a cut at a locksmith, programming is another $50 at the mechanic's shop...
Isn't the tool to copy these just basically an end mill with a follower for the original key? Other than a different type of key cutter it should take 5 minutes like a regular key to cut.

You're lucky. Not a hardware store around here that has the blanks or machine for that type of key. Locksmiths only.
We have a BD laser key tool at my dealer and I guess it is approx. 15,000$. that being said, I cut keys people purchase here for free, if you bring in a key, I will only cut it with a valid MA reg, and a valid drivers license that has the same name, and address
I need to get a second key made for my disco.. that comes with the fob built in.. I am not looking forwards to the reaming I am going to get
I paid $165 to have a pair of keys made...for a Crown Vic! Yes, the keys were missing, but, regardless, $165. $40? Quitcherbitchin!

I do not know about the 9-3.. but the earlier NG900 was a real pain if you lost the keys.. basically, without at least one, you needed to replace the computer too..
Well I decided to cough up the $40. When they cut the second side of the blank they got it in the machine about 1mm off. Doesn't work, blank shot. Oh and by the way no guarantee, remember?
They will cut the next one for half price though.

none of the hardware stores around here will/can do that type of key … as mentioned above, it takes a special machine
for my Sonic key, that would be the price (for a key that would only open the doors … that is… minus all the electronics)
a full function key from the dealer would be a bit more

I can't recall the number of times people have brought me those eBay keys to be cut and programmed. And they wouldn't work. We had a standard disclaimer in writing: there was still a charge even if it was no good. I hated to do that, but to not do it was screwing the tech out of his time, which is how he feeds his family.
I found a new gripe with these fob based keys.
Now I have to worry about the battery in the key working to start my wifes T&C. berkeleying stupid design.
This was just a cut, no programming. I WAS going to get the programming done tomorrow at a Saab meet up. I used the guts from an oem fob in the ebay shell, so it should work.
The transponder in these keys is energized by a coil around the ignition switch, kind of cool.
I had him cut me a spare lock only key at a discount. At least now I won't be boned of the key gets locked in the car.
