How to find an ecommerce development freelancer or consultant?

I need some backup and a bigger brain. So I want to rent both. I need someone with a specific skill set - Magento and Paypal integration.

How do I go about finding the right person? Is there a good marketplace for this? I've found too many times that people claim experience in a certain platform or area when really they want to learn on my dime. The fact that Magento is very popular in Europe means there are a lot of eastern European experts, but that's not necessarily a region of the world where I want to send sensitive business information without some rock-solid background.

Yes.  Used to be called elance. 

Youre still dealing with an individual contractor but you get all the info you need to vett them first.

Keith, I don't like to divulge who I work for publicly, but needless to say if upwork is the same "elance" I'm familiar with that wants people to take 40 cents on the dollar for their experience, I'd stay away.

LinkedIn has a search for independent contractor function. Never used it but it seems like a good idea.
