"Hey Sis, it's Bravenrace, I know we haven't spoken in a while, but I wanted to let you know about Dad's car. I had it detailed and they tossed all of Dad's old junk and cleaned it up real nice. They say it's only worth $x (take the real price and knock it in half) like it is and I was going to (save it/drive it/sell it/give it to a charity) and I wanted to talk about it with you since I heard you might be interested".
Then you'll know.
If all else fails, try the confectioners sugar in a baggie trick with her in person. It might not be her, maybe some loser she had in the car with her, you'll find out this way.

That may be, but my Dad was on a LOT of medications, and he was know for doing some peculiar things at times. It wouldn't surprise me if he took something like an over the counter med for indigestion or something like that and put it in a baggy so he always had some on hand.
I should say that my sister was at my Mom's house when I picked up the car. She could easily have said "I need to get a couple things out of it before you leave", but she didn't.
Don't go to the cops, there's nothing good that will come of that. Unless you hate your sister and want to sabotage her life, and that doesn't seem to be the case.
I like the pee test one. You probably don't actually have to pee in the cup, just mix the powder with water. I bet it'll still be accurate on the drug test part. What won't work is the part that tells you it's pee and the gender of the person. (if it has that part, I haven't seen the drug store cups before.)
There are white powdery substances that can come in baggies that can be innocuous. Vitamin supplements are one I can think of. You never know. How much is it? If it's more than a tiny amount it's unlikely to be cocaine. Cocaine is very expensive. People imagine a huge baggie of it, like weed, but that would be tens of thousands of dollars worth. Most recreational users are going to have a tiny bit, like a gram or two. The weight of a couple paperclips.
It's probably not medicine.
Only you know your family, but at the same time, it's surprising how many people have done cocaine. It's not as rare as you would think. It's also not automatically a problem but it can be a sign that someone needs to reexamine their choices.

Order a kit like this from amazon. Then you will know. Then get rid of it.

Damn if that is cocaine, it's A LOT. Well into the 4 digits, maybe even 5. Unless your sister's hyper-rich I can't imagine she'd leave that behind.
Probably not coke. Unless she's dealing. I would test it, then you know a lot more about what her situation is. She might even be in a lot of trouble with someone for losing it.
I would be direct with your sister. Like a band-aid, just rip it off and get it over with.

Does she exercise regularly? It could be a drink mix. I take little ziplock baggies of extra mix w/ me on long bike rides to refill my bottles w/ along w/ water on the route. I've definitely left one in a glove box to refill a bottle with when getting back to the car. Put a little water in a glass and put a small pinch of the powder in it. If it changes color or smells fruity, that's probably what it is. I'm hoping for you that this is the case.

Ha! You may be on to something. She hikes a lot. I mean a LOT. She is an avid hiker. That could be what it is. The ony thing is that according to my son, it doesn't taste like anything you'd want to put in your body.
I still say get the hell rid of it NOW. Like NOW NOW. I see nothing good coming from visiting the PD to find out what it is and here's another angle: if it is Colombian marching powder if there is a police investigation possibly involving sister going on already then the car may already be one they are looking for. If it's on your property, they show up with a search warrant and find something then YOUR ass (NOT hers) will be new mown grass. So check the car carefully. dispose of anything you find and do it QUICK.
Speaking for me, I wouldn't be able to care less what it is (no good can come from trying to find out) and in this case sibling relations are trumped by self preservation.
My wife and her sister buy a lot of suspicious looking stuff in plastic bags from the herb store, but the bag always has a semi-legit looking label on it.
I would not involve LEOs. Not even if there is one that you personally know and trust, not even a relative.

Maybe it's miralax powder and dadenbrace needed it to not get stopped up.
Was going to suggest miralax. Is it water soluble?
Or Creatine powder, it's white and powdery too and would be something someone who was working out a fair bit would be likely to have (and potentially want to have handy and portable such that you'd put it in a baggie).

Sit your sister down, take the baggie out and place it on the table and ask her what it is. Sometimes the most direct approach is the best approach.
It could be a lot of different things.

Just dump it along with any other junk you found.
Tell your sister you detailed the car and dumped all the junk, as has ben suggested.
Arrive at an agreed price. Sell it and be done with it.
It looks like you already have half the kit... get some hookers and have a party.
The guy's done nothing wrong, is actively trying to help, and EVERYONE is telling him to stay away from cops.
Is this really the world we live in now?
Surely there has to be a legal AND compassionate resolution to this. Maybe talk to the cops but don't take the substance with you.
Maybe call a local drug abuse counseling center. They probably field these types of "I found a suspicious-looking substance in my [relative's] stuff the other day and I'm worried" calls all day long.
Burning it, disposing of the baggie, dropping it on the table poker game style across from your sister... that all makes for great TV drama and misadventures, but it doesn't solve the problem of getting someone help if they need help.
Basically, this is NOT an unusual situation. There are people trained to handle this type of situation. Those people are NOT posting in this thread currently.
I don't know if local LEO's still do it but in a few places I've lived in the past the local LEO's will check for that kind of stuff in used cars recently purchased for free with no reprucussions, if you brought it in and asked. Not sure with recent exploits if they still would do this. Although my experience with LEO's is if you go to the station and ask they will usually will assist with no worries of reprucussion, they consider it prevention. I have friends that are LEO's. One of the easy career options to get into when retiring from military, like I did. But I decided not to go that way although I had friends trying to sway me towards it.
