I'm hearing you say your sister is important to you, and that if there is a problem, you want to help her in any way you can.
Good priority. Keep it.
However, I wouldn't dispose of it without knowing. If it's illegal, she (or someone she knows) owes some bad dudes a lot of money, and you could get tied up in a big problem, or held responsible (by either the good guys or the bad guys).
If it's not illegal, you and she are going to have a good laugh over this one day.

You'd only be able to subtract up to the purchase price of the vehicle up to half the total budget- though you'd also have to include bail and lawyer fees in the budget as well if you got caught...
