WARNING THERE BE SPOILERS AHEAD-
You know the one. "Game Central" is ostensibly where all the characters from the games gather when it's not arcade time, and it is known to the human world as a power strip. A really BIG power strip, but a power strip. Characters can leave their games, as characterized by King Candy/Turbo (Ok, if you haven't seen the movie by now, too bad). Supposedly, characters need to "abandon" their games when they get unplugged, as characterized by the homeless Qbert toons that park outside of Ralphs port. Also when Sugar Rush is bugged by Heros' Duty and all the toons need to get out before the bugs eat them. LAST BUT NOT LEAST- supposedly glitches can't leave their games (Vanellope can't leave Sugar Rush- but I find this premise a bit tenuous as I'd call King Candy one helluva glitch, and he left Turbotime AND Roadblasters). Got all that? GOOD.
Now here's where I thought WAAAAAAAAAAY too much about this. Now, it seems that a game getting unplugged is tantamount to an End Of World event. You get unplugged, you're dead. So, you leave your game. This was why Qbert was homeless, after all. And if you leave your game, there is no other version of you, as evidenced by no Ralph when he jumps games and Felix is left alone. My question is-
What happens to the unplugged games when they get plugged in in a new arcade? I'm sure most of you are well aware games are not often in one spot from purchase to EOL. They're put on routes, and moved from place to place and bought and sold, repaired, replaced, traded, etc, all the time. According to the way WR universe works, if a game gets unplugged for ANY reason, all the toons bail and hide out in game central. OR- they die. Now- it's possible that a game has left WR arcade and just never come back to verify that the toons still in the game live, BUT- you'd think that a game getting transferred IN would already have a toon in it that got trapped ingame in a PREVIOUS arcade, and was able to tell the WR toons that in fact, you do not die when you're unplugged. This leads me to believe that the WR writers wrote it that the toons straight out die. So you've got this entire universe of toons hiding in a power strip, and some mythical arcade somewhere where EVERY GAME IS MISSING ITS TOONS. And there are hundreds of other arcades out there that are in the same boat. Maybe there's some sort of WR universe code that says if the WR arcade gets another Qbert cab, the Qbert toons get another game, and the Qbert toons where the game came from are now homeless?
Yes, I really did think about this.
Need more time to think about this, but initially I'm thinking alternate universe.

Simple. Game turns on when new, program creates a toon as programmed. In WIR world these toons are sentinel beings with memories/free will. They are alive provided they are plugged in. Their game will not generate a new toon unless it is restarted from being unplugged. If their game is disconnected from the power strip they die and their memory lost. When their game is moved and plugged into a new arcade the game will generate a new toon per its programming that us unique from the one stuck in the old powerstrip. The toon in the powerstrip will not regenerate because its game no longer had memory of their previous life. Its just like playing contra on Nintendo. Each time you power up you start at the beginning but as you play the game remembers were you are and regenerates your life. Eject contra and loose your place and when you put it in a new console you restart back at the beginning.

This is closer to the truth, but to be honest, I was totally sober on all fronts when this popped into my head. I've seen too many kids movies.

^^I pretty much was going to say what you said.
But I was also going to add something that was never discussed in WIR, but they never say what most arcades do and have a massive shut off, usually from a circuit breaker, at the end of the night. That would also reset the games, however I think that they go on that the power never really shuts off.
Either way, I enjoyed that movie. I love all the cameos and It definitely gave me some flashbacks from some of the characters.
Yeah you've thought way too much about this, the movie is not technically correct about a lot of things, it's Toy Story with video game characters.

I read the OP like five times and I still have absolutely no idea what this is about.
Does the original premise mean that all characters are ready and waiting for their game to be built/programmed while they sit in the powerstrip? I like Nocones interpretation, that the game generates a character with no previous memories each time it is power up. However that means that every time a machine is power cycled you get another similar character with different memories. Over population of the power strip occurs and it pops the internal breaker, losing all of the characters hiding within!!! Start all over again with a new power strip and power up.
Great, Now I've been thinking about this too seriously...
If all this mental horsepower was being applied to solving the world's problems, there wouldn't be any hungry people and the Jews would be drinking beers with the Iranians.

I interpreted "unplugged" as in never plugged back in , as in ever and/or the physical destruction of the cabinet.

I enjoyed the movie, but seems like most of the old game references were limited to the early parts.
