I'd go with public shaming. Add that picture to a real estate sized sign and ask, "who hit my wall on XYZ Drive?" and then give a phone number or easy emal
Put the sign at the first major intersection outside your neighborhood.
Someone has told their parent/spouse/neighbors, "it was there when I came out to the car. "
Looks like the wall is stackable which means repairs should be pretty easy, yes? Replace a few broken ones and know the driver got the worse end of that little debacle

I bought my daughter a Sportage a few months ago and this sure looks like her car.
Are there any paint chips on the retaining wall remnants???
Have you considered driving by the local body shops...they may want to get it repaired quickly to remove the evidence.

^I considered this but I think it's more likely a 2020ish model for a few reasons:
1. The more upright appearance of the rear glass
2. The more top-sided appearance of the headlights
3. The wheels
