I've got two sets up in my garage. I don't see how you're going to manage in a pole barn without some kind of lumber that's going to span the distance between a set of major vertical supports.
Plywood would probably work for the top to mount the track, since it mostly just needs to support the hanging weight. Likely need to be something like 1" thick though.
Bottom is going to need something to keep it from bowing in. If you need to span more than 8 feet, you might as well put some box beams together out of plywood and 2x4s or 2x6s depending on what you've got to mount it to on each end.
Sounds like about enough lumber work you may as well have built the tire rack.

One Rack going in the main garage. I would buy another one to put in the pole barn if I can get it to work
Google tells me that I could build a similar rack that folds up into the wall when not in use with a couple of 2x4s, a couple of door hinges, some chain, and a few eye bolts.. the hinges would support it at the bottom with the chains tied into the area around where the roof trusses sit on the wall..
I've cheated and simply built a 2X4 framed setup up high(I'm tall). simple frame in the back and on the bottom with a 45 degree angle 2X4 to support. I'll always have at least one set of spare wheels in it so no need to fold up.
