They definitely do here. They'll mark all the utilities servicing your house if you're going to be digging for a project (i.e. Landscaping, foundation building, etc)
In regards to the original post: looks like it was figured out, the fiber splice, but I think it's supposed to hang on the pole. If it's not connected to anything just toss it in the trash.

There are exceptions. They generally do not.
Although they have the capability, for liability reasons they are not supposed to tell you depths, nor go on private properties. Too many variables.
Call before you dig services are intended to protect public utility services. Your private residence is beyond their realm of responsibility.

This is correct. Private utility locator here. Almost all utilities are owned by the utility company up to the meter or box. For communications, electric, and gas, these are almost always right next to your house or attached to the side of your house so they should mark up to these.
Usually water and sanitary are the only exception at a private residence, the waterline from your water meter, often out by your curb, is your responsibility and they wont mark it. The sanitary lateral from your house that ties into the main is completely private and they will not mark it.
Large commercial sites or shopping centers, or sometimes even condos or apartment complexes sometimes maintain their own utilities within their property. Water, Sewer, electric for light poles, etc... How do you know where these are located if you have a project going on??? Call a private locating company to come out and find your lines. Unlike Miss Utility, we are not free.
There's lots of reasons for private utility lines- most residences have them.
Out building, detached garage, shed with a light in it, swimming pool, convenience outlet, phone in the shop, cable TV in the man cave, irrigation, security light, hose bibb in the garden, sewage ejector pump lines, etc, etc.
If I need to find pipes or conduits after the meter I just witch for them myself.

In our business, when we drill a site, first thing we do is call uloco. You are correct, they only mark along the rights of way. We also call a private locator to locate where we are drilling to cover our arse. Of course that doesn't stop us from occasionally drilling though a PVC water line, or on one location, a fiberglass gasoline line.
My property got marked once when we reconnected to cable TV and once when they ran a new line underground along the rear of our lot. Instead of trenching it in, they directionally drilled it I. That's why we are supposed to stay 10 feet off our property line with any buildings.
