I have about 3k pictures from a trip that I want to make onto a time lapse video.

Any ideas?

You can load them into the Windows Live Movie Maker, select them all, and then under the Video Tools tab, change the duration to whatever you want (the dropdown is only in full seconds, but you can type in .1 or .3 or whatever)

I was reading that online but could not find WMM for the life of me in my computer. I was thinking it got dropped at some point from Windows.

You should have something preloaded on the computer that will do it. I'm drawing a blank on what mine was called but I didn't know what it was so I deleted it. Only to find out later that it was a very decent video editor. 

Anyway windows movie Maker is a free download.

I didn't realize they killed it.  Apparently you can still find the "offline installer" out there and install it.  And the Windows Photo app is supposed to be able to do it, but I can't figure out how to make mine understand that.

There's a video app that I use called Wondershare Filmora.  I just tested it out and you can load in images, select them all, add them to the timeline, then select the first image, input a duration and apply it to all.  That might be what you're looking for, but I think I paid something like $60 for it.  I tried playing with OpenShot which is free.  It looks pretty cool, but I didn't see an easy way to add multiple images to the timeline.

I use a program called power director. It is always on sale for $60. I have made all types ov video presentations with it. Well worth the $$ for what it can do.

I've used ffdiaporama for this.  Its pretty slick - it imports the pictures and movies from whatever directory you point it to, in file name order.  Then it automatically inserts transitions.  You can add music.  Really really easy!  http://ffdiaporama.tuxfamily.org/?page_id=10472

That's what it was. When I deleted it I had no use for it and it was taking up space. Then when I needed it I was reading and found out it's regarded really highly. Wish I would have kept it.
