The town or municipality. Seems every place gets to decide for themselves, at least here and for now.
The way things are changing almost hourly, it's hard to say.
We're going to leave a bowl out and have a costume party for our kids with another family who's also following the same protocols.
Our neighborhood is too low density, so we wouldn't have any kids stopping by anyhow. Man, I don't think I've had trick or treaters in 15-20 years.
My wife did buy me a bag of Rockets, though. You heathens call them Smarties, even though they clearly have no chocolate in them.
My area (Dayton OH) is still on I believe. Me & SWMBO are going to a friend's where there will be multiple 501st Legion Star Wars characters including a bunch of jawa and at least a zombi stormtrooper. I'm also bringing the Gonk droid I built.
I'm taking -this- seriously, but feel like Halloween is made for this. Masks, gloves, small groups if not by themselves, parents scanning candy bags later, no pressure to give grandma a big hug...
Maybe Covid will finally be the end of Candy Corn, that toffee that only shows up at halloween and all the other candy nobody likes.
I have no idea... but I'm planning to figure out a "remote candy delivery system" using a length of gutter and a bell at the end. We shall see...
I hope not. My neighborhood gets frickin' dangerous with people driving their kids around. You know how difficult it is to see pedestrians when the roads are lined with minivans and SUVs with their headlights on?
Masks are pretty standard garb, outside, not easily transmittable by touch.... seems like a natural.
As noted, depends on where you are. I suspect the areas that restrict will have a high incidence of people gathering indoors.... yes, unintended circumstances seem to never be considered.
A local restaurant (where my VW club meets) wants to do a Trunk or Treat. I am not sure the exact process (the LA Mayor seems to think they are bad, but he also thinks telling people he is doing things "with love" is a good idea).
I figure it would be fun to put teeth on the open trunk of the Ghia (which looks a bit like an alligator mouth). I am guessing they would need to reach in, which is interesting since the front half of the Ghia trunk is a gas tank and a spare tire. It would also be fun to hook something up so I could make the trunk come down a bit to try and "bite" some takers.
Not sure, last year we had around 120-125 trick or treaters.......which is much less than the street I grew up on. Last time I passed out candy with my dad there in 2013-2014, we stopped counting at 550 trick-or-treaters.
I'm already less than happy with my better half who is making us go to a wedding tomorrow. Nothing worse than being forced to attend a crummy ceremony, during a pandemic, for a bunch of people I don't even know.
Funny costume idea: Disheveled person, acting strangely, mopping head with handkerchief, sneezing, coughing, and blowing nose frequently. Offering handshakes to all those nearby.
I'm 100% certain our neighborhood kids will be out and about. As far as remote delivery, I'll just throw it at them.

Mostly I'm not too worried about how COVID and Halloween will mix. I'm sure some people will end up sick because of it, but meh.
