If it were to, the cause would need to be spread via measures beyond biting, whether it be airbourne spread, or via scavenger spread (insects such as flies and mosquitoes). As the R level from biting would be too low from just biting, likely in the 2-4 range in the first few weeks when people aren't sure or educated about zombies, then quickly falling after that to 1 and below 1.
That means that if everyone were to kill 3 zombies, not a day, but total (within the first 3-6 months of the initial outbreak) that the zombie apocalypse threat would quickly be eliminated.
Precautionary measures to be taken early on in the outbreak to quickly reduce spread should include having high school and minor league baseball teams volunteer at nursing homes. A curfew or required night vision or thermal goggles after dark when not operating a motor vehicle may be required, but a stay at home order won't be, as strength in numbers and herd protection will be real, as opposed to social distancing and isolation.

I happen to treat water, municipal supplies could be contaminated very easily, nothing can be "passed through" my medical grade reverse osmosis treatment equipment in combo with endotoxin filters. Unless the substance is smaller that the pieces of a destroyed bacteria, (<.03 microns)

Shaun of the Dead is probably the most realistic zombie movie out there. Brief 24 hours of panic, then it would be solved.

We're already in the zombie apocalypse, they just aren't quite as dumb or bitey as expected and the vector is spread via technology.

I think thats a lot of what stinks about the current situation, if you could go and actively fight against something. If there were someone to blame and defeat. Might be a lot easier to get people on board. But no, asking us to stay at home and watch netflix is just too much to ask.
