So I have a job with one company providing they get a government contract and then I got a call from another company and they did a little phone interview and the end of the phone interview they said they would set up an interview at the earliest for the week of May 23 but they still haven't called back.

Soooooo if you are interested, call them back and just mention you had not heard back from them yet.

Sometimes employers do that to gauge how interested you really are. Say they will call you back by a certain date and then dont. If you are still interested, you call them.

I have done that. They said they still haven't set it up.

I'd say that employer isn't one i'd really wanna work for, if they'd pursued you to that level and then not bothered to finish out the process. YMMV.

I know but I need a job so badly I had an interview with a clothes retail store.

Call everybody. Don't stop. You are involved with selling a product- yourself. The more contacts you work, greater chance of success. Any salesman that waits for the phone to ring is doomed.

Sell yourself. Like selling anything, push to close the sale. Of course, be firm yet not forceful.
I say contiune to communicate with them and do your best to keep your name at the top of the list.

Edit: wow, dual advice from cwh at the same time I was writting mine.

I feel the pain, I thought I was close to getting an in-person interview after taking some psych and aptitude tests, except they haven't called me back. Now I am paranoid that they are excluding me because of a dumb psych test and don't know what will happen, I think I am perfect for the job and have demonstrated it to them with my resume/cover letter/tests, and they still haven't called me yet. I will be following up with the recruiter tomorrow, so fingers crossed...

It was one of those statement tests where you select Strongly Agree/Agree/Disagree/Strongly Disagree. The instructions basically say, 'Hey, we're trying to trick you so be honest.'

It just bothers me that people get paid to make these tests and that messing up on one can exclude you from a job. It's all in the wording and extremely frustrating at times. I mean if you are interested in me as a candidate, just call me in and talk, rather than subjecting me to a test that is predicated on influencing certain answers with tricky wording...

When I hire salesmen I leave the first interview vague as to when we will talk again. I want to see how aggressive they are on their end. How badly do they want my sales job?

I have been calling the guy at second company and he isn't answering his phone. If I didn't need a job so much, I would give up on that company. I would much rather work for the first company they make it feel like they want you as an employee

Call them! I used to assume that if I didn't hear back, they weren't really interested. Over the years, I had several friendly chats with the editor of Canada's largest newspaper car section. I really, really, really wanted to work for him, but didn't want to "bug". Last year, I approached him at an event, just to say a friendly "hi" only to have him say "Lesley! Why haven't you been bugging me! " He really liked my artwork, but with thousands of emails a day, hadn't gotten around to getting back to me. Landed my dream gig: regularly illustrating the column of Canada's best-known motorsports writer!
