Semi's, all things equal, basically get the same mpg no matter how much weight they have. Once a load is moving (on flat ground), maintaining it's momentum doesn't vary a huge amount energy wise compared to wind resistance.
That thing is excessive to the extreme though, especially as somebody else said, for drag racing.
If I could afford the $300k+ for that rig, I'd just be staying in the nicest hotel room within 30 minutes-1 hour of the place... in fact, I'd probably just have somebody chaueffer me around in a helicopter.

Ahhh the classic Toterhome, the private jet of the grassroots racing community. Chances are it's registered as a motorhome, which means that it doesn't have to weigh in, doesn't have to keep a log book, and doesn't require a CDL even!
In most states, all that's required is a place to sleep,store food, cook food, and shower. Most sleeper cab trucks can meet those requirements pretty easy.

i've seen a rig like that at motocross tracks with 2 dirtbikes in it... they even used the NASCAR style rear lift gate to put the bikes up top.. and, yes, the 10 year old kid who it "belonged" to was a snotty little puke.. and, no, i don't think they used it to haul a car when they weren't toting little Timmy around the state to run mid pack in the 65cc class since there were dirtbike themed stickers all over the inside of it.

That rig is probably 750-800k. Hauling 3 cars, lift in the trailer, enough living room for the Duggars, plus can go anywhere nearly.
Unless you want to go anywhere in-town... I can't even imagine how it navigates tight right turns.
On a tangent, seeing the picture of the Noble above lead me down a Wikipedia rabbit trail, and I found that a company rebranded it, also making it for sale to the US.
Considering that Noble is a minor player, they designed quite a car. Here's the Rossion Q1:
