From someone who has worked to keep shiny happy people inside a prison.....this is a mighty "idealist" article. The system needs reform, that much I can agree upon....but there are some people that don't deserve to ever see the light of day again. 
We have something like 3% of our population under the CJ system. More than anyone else, even the Russians at the worst of Communism. I've worked in the joint, in the TDC hospital. Most of the people there are OK and in for something stoopid. Maybe not model citizens, but not really bad. Yeah, a few are seriously berkeleying evil and should be incarcerated permanently. But most are in for stoopid stuff related to drugs or trying to get money for drugs. The costs to society for keeping them off the streets is far outweighing the damage the drugs do to society.
Have you ever lost a $2,000 catalytic converter to a tweaker for a $20 high? We lost them from all of our company trucks one weekend. Think this was their first or last time?
That there is the "stoopid," Bill, and an example of costs to society of drugs. Your 2K cat, catching who did it, locking them up for a few months or probation for a few years, all for his $20 high which the laws couldn't stop anyway. I say give the E36 M3 away. But give away LD100 quantities of everything (with instructions to not take it all at once) and the problem will take care of itself. Your cat isn't stolen and all the rest of us don't have to pay to lock him up.

replace that $2k converter with a $5 chunk of straight pipe and a spark plug defouler to screw the rear O2 sensor into and everyone wins... eventually there will be no more converters to steal..
and our air goes back to what it was 30 yrs ago
