You wanna see a waste of time, money and effort, watch your provincial government attempt to impose lean training on a unionised group of government employees and the bureaucracy that manages it.

Wowsers, if there was a less likely to succeed pairing, I can't imagine what it would be.

we have that problem in my department. We have a couple of people who do the bare minimum to keep the manager off of their arse, but this means the rest of us have to pick up the slack if we want to succeed. I do not mind the work, it makes the day go by faster, but one of the minimalists is also a yapper and a worrier, he will tag along and talk your ear off until all work grinds to a halt. When he gets to worrying and fretting, usually about the smallest most insignificant things, my brain all but shuts down and then I get no work done
