changed oil and spark plug.....will only run on starter fluid, i know drain the fuel and put in fresh gas, air filter looks good, when the gas is drained is there anything else i should do?

Drop the bowl on the carb and clean out the needle & seat, then run a thin wire through the passages to get any gunk out. I did that to an old mower last year doing the same thing and it was like a new machine after that.
Because the main jet is fixed and set at the ragged edge of lean on newer stuff, the carb MUST be squeaky clean. Drop the bowl and report back.
If it won't idle, and you suspect a carb problem, it's probably a plugged pilot jet.
I've seen a configuration where the brass retaining bolt for the float bowl was cross drilled to form an orifice - it was barely visible, and clogged.
BTW, old guitar strings are great for carb jets. I have old set from an acoustic 12 string - goes from about .008" to .040"
