most places allow for travel through or even short stops. It's if you are visiting that quarantine needs to happen. Spend less than 12 or 24 hours and you should be ok.
Once I was actually in NY and at a rest area, I saw the hand out that I imagine Wally was talking about.
It was good to see it finally spelled out in something official.
I'm glad it worked out for you. The handout covers the basics. I'd imagine the QR code brings you to a version o f the mind numbing document with all the specifics.
Sorry if you experienced some of the state's free hand sanitizers at the rest stop. It's guaranteed to find paper cuts you got as a kid and smells the way it does so the prison labor making it doesn't drink it all.

Fortunately, I carry my own hand sanitizer in the car, and there was good old fashioned touch free soap, water, and hand dryers in the bathroom.
