My yard is a disaster. It wasn't taken care of before we moved in and it is all sorts of different types of grasses and clover. There are giant divots that my lawn mower gets stuck in.
I can't afford to tear it all out, level it out and resod, so is there a way to do this on the cheap?
My neighbor made friends with someone in the town. Whenever they need to get rid of dirt they dump it in his yard.
A few things, buy CLEAN fill dirt (not form the local landfill, trust me, call a few local people with small loaders/ bob cats and see what they would charge you do do the heavy lifting if needed, and the more important part is do you need to grade the yard for water control or is everything working ok? If you have water control issues this is a great time to fix it.

Rent a rototiller and then reseed. It's not that expensive.

What is your soil like? Adding more can be an issue if the lot is quite flat.
If you rent a ride on rototiller you can probably get by with one days rental and $150 worth of grass seed after a long hard day and two people.

I've cut the sod out of a hole and threw a couple of bags of dirt down and put the sod back down on top of it. With some care you can get it to look okay. It's easy for it to look like a bunch of sod sitting on top of your yard too. But just like most things, it can be made to look alright. I would add extra seed too.

Depends on the size of your yard. I did this to our side yard years ago using a walk-behind rototiller and about one bag of grass seed. Since we don't know how big the yard in question is, we'll have to keep coming up with rectally obtained numbers for the time being 
The nice thing about tilling it all flat is that it also takes care of the mismatched grass and gets you a socially acceptable monoculture.
