I don't get it, man doesn't like dog barking, so he engages in behavior that prompts the dog to bark.

He was getting the dog to bark on his own terms, probably when the owner was sleeping. Probably the best way get the point across to the owner that barking dogs are really annoying. Also I am sure alcohol was involved.

So the neighbor would be awakened and (hopefully) realize how annoying his dogs are being, and train them better.

I had a neighbor from Help!  For years I’d let my dog Out to do his business , he’d quickly do it and then paw on my door to be let in.  

My neighbor didn’t like that I’d leave the deposit until daylight before I went out to pick it up.  ( had a 24 hour rule but she wanted immediate attention) 

So she started taking flash pictures of my dog which startled him and he’d bark. When he’d bark I’d let him in.  Got so that as soon as she’d hear me open the door she was flashing away getting him barking even before he’d had a chance to do his business.  

So I used to open my door and start taking pictures of her flashing. The advantage I had was my flash unit didn’t require bulbs like her camera. 

The police choose to ignore her calls because she’d call several times a night. Hundreds if not more than a thousand a year. ( and I’m not exaggerating ) 

what a pathetic waste of a person.
