The left lane is for anyone going over the speed limit whether it is 1 mph or 20 mph.   The 1 mph guy will not get over to allow faster drivers to pass.  That's because the right lane is occupied with people going 5 mph under the speed limit.

The state of South Carolina passed the Slow Poke Law in 2021. Slower traffic must stay right. The speed limit doesn't enter into it. No matter your speed, if the guy behind you in the left lane is faster traffic, you must merge right and let him by unless you are actively passing a vehicle. State troopers have started writing tickets.

We have that sign (without the "State Law") in Wisconsin. It means berk-all, to drivers, here. 

"I'm going <5mph over the limit>. I'm not slower traffic, I'm speeding."
