I lived just down the road from the house in that picture for about 6 years. I remember taking a picture of it with my flip phone. For at least a year I'd drive past it to get to my then-girlfriends apartment

Ehhhh... not really the case, especially with old VW's. The turn signals indicate a 55-57 oval window, which is a very desirable car, and in the VW world, restoration or originality is NOT a requirement for respect or the cool factor. That car looks to have decent what seems to be original paint, leave it just as it or polish it up, it works either way.
Drivetrain / motor? We are talking about one of the easiest car ever made to work on, with VERY strong parts support, and the ability to swap drivetrain's from about 30 years of one of the most produced cars in history.
In other words, an old VW Bug is about the worst example that could be used for that. Heck, even super rusty bugs are considered cool!
