on Saturday I received in the mail a US Bank debit card with my name on it. Call the number on the card to ask some questions, and it automatically activated the card. part of that process was to enter the last four digits of my SSN. So, clearly, US Bank has my SSN, but where did they get it? The info on the "Welcome to your new card" letter mentions the Colorado Department of Labor and Employment. Google tells me this card is part of Colorado's COVID-19 Unemployment Relief program, which is weird since I've never lived or worked in CO.
of course i suspect the worst and am currently trying to get in touch with someone in the CO unemployment fraud department. perhaps someone just fat-fingered the SSN entry, not intending to enter mine, and it autopopulated my info?
So, give me some suggestions on either (1) how to spend $8900 that isn't mine but i have a debit card that says it is, or (2) how to proceed with protecting my identity starting right berkeleying now.

DW and I finally got our gummint COVID stimulation from the Feds. It arrived in the form of a debit card. Not sure I understand why, since I paid my federal taxes via electronic transfer both last year and this year, but whatever.
But it looked sketchy as heck. I did a bunch of googling before I activated it.

Check with your home owners policy. I think mine throws in some sort of help with identity theft.
Contact the credit bureaus and have a hold (or restrictions) put on opening accounts.
Recently on the internet I saw your hands and thought to myself, "that doesn't look like his hand." Maybe someone stole your hand identity too!
Not sure about your exact situation, but there's a lot of ID theft going around. Someone filed for unemployment in my name a few weeks ago. Thankfully, I am still fully employed, so the Large German Conglomerate's HR department sent me an email about it. I filled out the proper form on the state of Michigan website and called and made a police report. The cop I talked to said it was the fifth one he'd done that week, and it was Tuesday.
PA has been sending emails every week changing how they're going to do that disbursement without actually sending me anything. Unemployment fraud is rampant with this covid stuff apparently. berkeleywads won't send me my money, but every other day I'm getting E36 M3 dealing with how they're trying to stop the fraud.
Sounds like someone was trying to get lucky with your info.

flashing back to seventh grade, when my girlfriend broke up with me because she met a guy with bigger fingers.
I got a great letter from PA telling me that my unemployment benefits would be moving to a credit card system. Only, I am not unemployed nor receiving benefits.
Call all three credit bureau's and immediately freeze your credit. Put a fraud alert on them too, if you tell one to do the fraud alert they'll tell the other two. However you must call all three to do the freeze individually. I had my identity stolen a few years ago and it's been a huge PITA ever since.
Freeze credit, send me the digits and i'll buy $8900 of car parts to share with you, call us bank and report the issue

And I received another debit visa in the mail today, this one from Green Dot Bank. First hit on google says "if you receive one of these cards in the mail, your identity has been stolen"
Uggg ... get immediate credit freezes with all three bureaus.
Contact your local police department to report it and get a copy of the police report for possible future use.
Contact The Identity Theft Resource Center and open a case with them, they help out folks in your spot for free if memory serves.

Good luck. Hate to say this, but you are at tge start of a long, frustrating battle.
Worst case, they open a checking account in your name and start writing bad checks. Then the warrants go out for your arrest, therefore the need for the aforementioned police report.
