I'm pretty sure you can buy and get an Air Worthiness ticket on an imported military aircraft here in the USA... Curious who would want that bit of MiG outside of someone hoping to use it for spares (which seems like an odd idea to me).

You can. The FAA literally makes it a paperwork hell, and these might have been variants that for whatever reason didn't pass.

Or, you know, they could be lying to make the cockpits seem more exclusive.
