Depends what level brewer you're shopping for. "How To Brew" is definitely good. It's also entirely available online. Having a hard-copy resource that you can keep next to the kettle is invaluable. This is a good all-around resource that will be useful to beginners and practiced home-brewers alike.

Brewing Classic Styles is a good book. I have it and have made significant use of it. It's good pretty much from the beginning of brewing. I'd say it remains useful for a while too. Even when I don't use the recipes in there, I like to consult it for ideas and compare my recipes to.

Designing Great Beers is also supposed to be good, but definitely not for the novice.

For someone already into brewing, Yeast is supposed to be an excellent resource.

You might also buy them a license for a copy of BeerSmith home brewing software.
