So let me get this right. I copy the Ohio POA from the link internetautomart provided. I send this to the guy who's name is on the title, he fills it out and that gives me the right to transfer the title into his name? Then how do I get it into my name? Do the same thing only with him giving me the right to transfer it?

yup, once he fills that out, you become the one with control of the car.
if you can, also get him to fill out the normal title transfer paperwork as they may need that as well,
And this would work with an Ohio POA, even though he's in NY?
And what other title transfer paperwork are you talking about?
What I would do is have him fill out both NY and Ohio POA. I think you actually need the NY one. I used the IL one on a car that was most recently title in IL even though it was being transfered in WI.
Isn't there a form you would normally fill out if you had a clean title in hand? that is the form you want him to fill out. Transferring the car from the titled owners name to his name. You will also need to fill out one transferring it from his name to your name,
Also tell the ohio BMV you have a POA and what else would you need.
ohio uses no such form to get a new title, it is all on the backside of the title itself.
