My old computer crapped out three days ago. I have a backup I got from work, also running Windows XP. I have been having real trouble getting back on-line. Obviously I am connected, but the web sites don't look right. PayPal looks like a table of contents instead of a normal web page. Mozilla does too. Isn't this just some type of setting? Also, every site keeps getting blocked by security. Any advice?

Sounds like somewhere along the way, the security settings are blocking HTML- and thusly only allowing text to pass through. You'd have to A- figure out what security protocols they're running, B- if you have access to them, and C- if you do, get access and reset them to allow HTML, cookies, and admin access so you can monkey with this. I've ALSO seen this happen with horrendously outdated versions of IE- but that was back when I was employed at UHG and for some stupid reason they only ran IE6- it fried ALL of my websites. Now if it were ME- I'd carpet bomb the bitch and do a fresh install of WinXP- but I'll be honest, I don't even know where to get an ISO of that anymore. Digital River might still have one, but don't quote me on that. M$ stopped serving XP a long time ago IIRC.
Believe it not (cuz I are computer idiot), but I thought that's what it might be. I ahve a Window disk right here. This computer was sitting unused at work for years and sitting here a couple of years. I have people at work who can fix it, but it's Friday night and I was having a scare with a paypal account. I finally called and waited for about an hour. But I must say the people I talked could not have been any nicer or friendlier.

Yeah, just do a fresh install, its probably your best bet not knowing what's on it.
Fresh install all the way. Do you have microsoft office disc too? Those files won't be on that windows disc.
I would save/backup my browser favotites/bookmarks and outlook folders before the wipe. If you have any saved passwords, grab those too. You don't have to even have a thumb drive, you can just e-mail yourself the files.
This is a new computer (to me, ancient to the world), so no passwords, bookmarks etc to save. The old computer had a hard drive crash and is sitting on the breakfast table waiting for a date with Mr. Browning. I should have an original unused install disk and we have an older version of Office.
Sounds like some addon common to both browsers is causing a problem - that addon could be some kind of malware. Sounds like CSS isn't loading and there's some problem with the SSL certificates.
A WinXP fresh install is better than nothing but you should try to go with a currently supported OS. Linux Mint 17 is as easy to install as Windows but there's the difficulty of learning to use different apps for Linux.
Weird question, is the date correct on the computer? I had a laptop where the cmos battery died and it wouldn't hold the date when unplugged. When I would turn it on I had to bypass the normal boot and change the date beforeit loaded the os, or else it wouldn't let me go to websites because their security certificates looked fake to the computer.
^Good point. That could explain the problem perfectly.

negative. Time was set for 2006. LOL. I fixed that and the clock and that may have fixed it. I also downloaded something from MS that helps. last night it seemd to work fine. We shall see. If I could just get all my bookmarked sites back. I've still got to set up my email.
What brand of computer is it? If it is an HP or a Dell I have some disks I could send you.
