That old bike will be handed turn to Tunakid #3 who just learned how to ride.
Tunakid #1 wants to shift. I am trying to buy quality used, and trying to stay away from Amazon/Target/Walmart, but I am having a tough time with brands being sold at department stores which used to be fairly reputable.

Link #1 is mine, link #2 is Tunawife's. Help me find more "old but quality and near $100 24" bike" so I don't have to give up and buy the "new and shiny but not worth a lick" department store option.

What kind of riding do you plan on doing with him? You may want to shy away from a big heavy mountain bike if he's sticking to pavement.
Does the local thrift store sell bikes? Might be worth checking out. There also may be some guy locally who picks up old bikes for scrap and fixes them up to sell. You could probably pick up something for under $100 pretty easily, that wil last them until they've grown up to the point where it makes sense to buy them a "real" bike.
In my pre-driving days, I went through a few dumpster bikes. Bikes picked up for free or cheap, rattlecanned whatever color I felt like, and ridden until some major component failed.
I loved my old diamond backs and mongoose bikes.
I looked at mongoose at Walmart the other day. Top shelf equipment for when i stopped riding. I wouldn't hesitate to get on one, assuming no downhill or other racing. As a kids bike, for the neighborhood and the woods behind the house, seems like a good option.
Pawn shops sell quality bikes for dirt. My Trek was $90 and needed nothing beyond a seat and adjustment. Kid #3 is riding a Giant that was also picked up for $100.
Given the two above, I'd go with the used Fisher.

College campuses typically have large bike lost and found collections that they part with every so often. Maybe you can check around?

used Fisher obtained! Thanks for the advice. It was $125 and indeed was an old guy fixing them up, so it was in really good shape. It's roughly the same price I eventually had in the other one, but without the work. I am not sure if that's a good thing or not. I think he had lots of fun doing that project, but I am not sure the appetite is there for another.
At any rate, it's in the back of the Honda now. I hope he likes it.
