absolutely it does. open sights are pretty much useless with it. My friend had an EOTech red dot on his AR and the line of sight was barely above the filter.

I don't know about the efficacy of an oil filter as a suppressor, but I do know that subsonic rounds make a very big difference. Betcha they forgot to mention they were using those...

Yep. A supersonic projectile basically renders a silencer useless.
... and you don't need a fancy oil filter with a spin-on adapter. All you need is an empty 2-liter bottle.

Don't see why it wouldn't work. Same principle as a silencer, absorb and diffuse the escaping gas and most of the sound would be dissapated. In this case, go through the filter element and out the back. Does interfere with sites though.
The fact that they used an oil filter has very little bearing on how well it worked, the massive volume of the filter compared to a well engineered suppressor is what does the trick. As mentioned, a 2 liter works just as well.

Just about any .22 round out of. A pistol will be subsonic, the 10/22 rounds were supersonic but all you heard was the action and the crack from the round. The full auto was still pretty loud but I'm sure would have been much worse without the can.

This, aside from the really hot stuff, .22LR is optimized for a ~14" barrel. I have a Ruger Mk III 22/45 target pistol with the longer of the two barrels, 5.5". There is no sonic crack shooting high velocity ammo in it.
Automatic weapons are loud no matter what you do on account of the action cycling. If you want really quiet you go with a bolt action or single shot.
