Ok so I am trying to find an action camera to use for stuff at work but due to security it can not be Wi-Fi or bluetooth enabled. Does it anyone know of an action camera like that that has decent sound and can also take still images? Also that can use Go Pro mounts.

Why an action camera? I would think a wired outdoor security camera might fit your bill if you need an all conditions camera. Otherwise, a simple external webcam.
I have two action cams without wifi but they are old. A GoPro basic, and a mystery brand old Chinese action cam. You may have luck searching fleaBay for older 1080p cameras.

Sounds like you want an older gopro. Hero 2 probably.
gopro hero 9 with gps/app disabled and plugged in full time.

I use an old Mobius action cam in our race car.
Cheap, reliable, and can take any capacity SDXC card.
It can also be configured to work like a dashcam so it turns on and starts recording when power is applied.
Why not disable the wifi feature?
On the ones I've used, you have to manually enable the wifi via the control panel since it uses massive amounts of battery power and requires configuration.
So just get what you want and don't turn that feature on.
If security is really concerned, then a faraday cage/mount solution could be put together with a little work.
Its possible you're over thinking this.
I'm guessing it's government related? The camera can't physically have wifi, even if it's disabled.
I'd look at some of the LE outlets and see what cameras are available there.
I recently picked up two Vivitar action cameras from Big Lots for $20 a piece. Rechargeable battery, came with a few mounts in the box, and bet it would work with GoPro mounts. It takes a micro SD card, and I just bought some 8GB cards. May give them a try at the Daytona Champ race in a few weeks.

Yup, vivitar is the one I referred to as a mystery brand Chinese one in my previous post (I just assumed they had it made in China by some other manufacturer, it looks pretty chintzy for a larger name manufacturer) I bought it because the mounts included with the camera were cheaper than buying the same mounts without a camera for the gopro...

Not government but some pretty tight rules. Pretty sure it can't physically have wifi because if it did it could be accidentally turned on which could mean possible access to device.
