The last few years they have started posting construction zones at either 45 or 55 mph, but there is zero compliance.  Even slowing to 65 can be dangerous depending on the time of day.  I have personally seen in one of those 55 mph sections that I have to drive through on my way home from work a car  weaving through the heavy 75 mph traffic until they ended up behind a car in the left lane until they finally snapped and passed on the left through the construction zone on the shoulder, which i noticed when i heard the sound of the lane dividers (like these) slapping the bottom of their car and looked over to see them just miss darwining themselves into the end of a k rail at probably 90 mph.  Unfortunately, as much as it would make things safer, people have collectively said "lol no" to the construction speed limits here and there isn't much anyone can do at this point.

One of things I've noticed on various road trips in the west is that California usually clears most of the lane closure down when it's not actively being worked on, while NV, UT, and OR do not.  One time coming home from FM summer camp (on a Sunday) I drove through 20 miles of single-lane-closure on the 15, where for at least 19 of those miles there was nothing wrong with the lane other than being full of cones.  I don't remember if that was UT or NV.  The 80/20 rule applies here -- a little bit of extra work makes for a huge improvement, even if it's not practical to reopen everything.
