I bought a set of these on Craigslist last summer...
and now I wanna repaint them. My plan is to paint the center part black and the outer lip silver. I can't decide to paint the black up to where the allen bolts are, or go farther out and leave just the lip. what would look better?
Depends, are going to paint the "GoodYear" bright yellow?
Painting chrome isn't terribly successful usually. But, rattle cans are cheap.
For bling, I tend to like a solid black wheel with a pinstripe around the rim lip that matches the color of the car.
Personally, I hate black wheels. Makes me think cheap stealies without wheel covers.
I saw this a couple weeks ago. Looks interesting enough to try, and you can pick black, white, or red.

I'm not sure about how durable it would be, but it's dead simple to apply. Even though the site says you can do it while it's installed on the car, I think I'd pull 'em off.

There is no better way to hide a wheel than by painting it black. It makes even the nicest wheel tire combo look like a steelie with balloon tires from 15 feet.

This is what I heard when I powdercoated my wheels gunmetal back in 2000. A year later, EVERYONE had black wheels.
I already got black steelies on the car now with snow tires. Plus, My Camaro has the D-hole "Nascar style" all black wheels so that's outta the question.

Well, seeing how rusty they are I would go farther out than the allen bolts and just leave the lip silver. And some new center caps too.
Can I assume the allen bolts are removable? If so, I suggest removing the allens, scuff and prep the crap out of the whole thing (because, as mentioned chrome won't hold paint). Then paint your lip silver, the center black, and the allen heads silver.
Here is a photo of mine. The little allen heads on mine are chrome plated plastic things that clip into holes. I'm going to pull those out, mask the lip, soda blast, paint black, then put the chrome plugs back in. So the lip and fake allen bolts will be chrome while the spokes will be black.
