This is an older Compaq/HP desktop. Something is seriously eating CPU time. The computer can take 30-90 seconds to wake from sleep mode. Something as simple as Solitaire takes 15 seconds to load.
I've run PC-Decrapifier and CCLeaner. There's nothing obvious there that would be doing this evil. Any other suggestions of software to try to identify and destroy whatever is eating my CPU alive?

Spybot s&d, do an old school defrag. Avg is nice too.

Also, run your system....whatever the hell it's called that tells you what's running. Kill anything that appears to be a massive hog and that you can't identify. Most likely its not your CPU it's chewing on, its your ram. Old Chinese ram likes to fail, and Compaq sure as hell doesn't use mushkin.
Remove and deactivate any HP or Compaq software that isn't needed. They've gotten better about it over the years, but they still sneak them in.
Also, might not be a bad idea to make sure the insides of the PC are fairly free of dust/dirt as that can cause the CPU to run more slowly due to excessive heat.

The processes tab in task manager is going to be your friend here.

Starting there should give you an idea of what is going on. Just throwing a bunch of malware scans, etc. isn't going to do much if we don't know what the system resource utilization is.
+1 for what MCarp22 said. A defrag won't even do anything for CPU load and most malware isn't CPU-intensive.
