Three lug wheels. wet sleeve motor, true swingaxle and that starter position says Renault 4cv/Dauphine/Caravelle to me.

Yep. 3 lugs, sleeves pressed into a rectangular box just to be different, gotta be French. Their frame is a little sketchy too ..... =~ )
