Well the 20 pounds i found in the crate with a motorcyle at a previous job were vacuum sealed in two ten pound bricks then slathered with baby oil and wrapped in two trashbags. That was an exciting day at that place.

To the original question. I'd talk to the tobacco companies and ask them.
I know for personal use, most pipe smokers recommend Mason jars and coolers. You can also rehydrate tobacco by putting it in a bowl and covering it with a damp paper towel.
I have probably 10 pounds of tobacco stored that way. Mostly limited runs of pipe tobaccos that I liked. Even though I quit smoking 3-4 years ago, I still have the tobacco and pipes. As soon as I get my weight down to 220, I think I'll light up one of my favorites in celebration.
