Turtle Wax makes a kit that works decent. I bought one and it cost less than $10. With a little elbow grease and about 25 mins. I had the head light lenses on my gf's car looking way better than they did before.

I recommend the Plastix polish too. I've tried all sorts on my stupid plastic headlight covers, and was amazed at how well they came up with a little Plastix and hardly any elbow grease. Now I've used a few drops out of the bottle, will have to find family/neighbours/co-workers cars that need some lovin'.
I use tooth paste, on a microfiber rag, and lots of elbow grease. The added bonus being that it helps protect your headlights from cavity's as well.
The only kit I could easily find around here was the Meguiars w/ PlastX. I'll give that a shot later today; I have the suspicion that I might have to wet sand the lenses first as they're really not in what you'd call good shape.
The PlastX kit worked pretty well, I used it on one lens without wetsanding but had to go back and sand out some real stubborn oxidation. Came out pretty well. The other lens I wetsanded with 1500 paper (couldn't get 2000 anywhere in town on a Sunday) and that one came out almost as new.
I guess I'll find out tomorrow night on the way back from work just how well polishing the headlights worked.
